Le musée a une histoire propre : Fondé en 1873 par la volonté de Frédéric Hélix d'Hacqueville, maire et promoteur de la ligne de chemin de fer, le musée a été conçu comme une œuvre de prestige et comme un outil pédagogique.
Après avoir reçu des envois de l'Etat sans rapport avec la région, le musée, au hasard des dons, s'oriente vers une vocation historique locale, confirmée en 1927 par la fondation de la Société d'études historiques d'Orbec, qui entreprend une collecte d'objets déposés au musée (archéologie, éléments d'architecture, arts et traditions populaires, livres et archives).
