Lettre 1er échelon pour l'intérieur (bureau à bureau) ; Affranchissement avec un timbre 25 c Cérès, type III (lettre de moins de 10 grammes). Selon la nomenclature des bureaux de poste de 1862, le bureau d'El Affroun est identifié au numéro d'ordre 5131 (losange gros chiffres) et le bureau de Bou-Saada (province d'Alger) au numéro d'ordre 5132. Or dans les années 1950,l'expert Ab der Halden, auteur du catalogue des marques postales et oblitérations d'Algérie, n'a jamais rencontré cette oblitération 5131 sur une lettre d'El Affroun. Pour cet auteur, il n'existait que des plis en provenance du bureau de Bou-Saada avec le numéro 5131. L'expert concluait : 'Nous tenons donc le 5131 comme le véritable numéro employé à Bou-Saada, puisque nos références sur lettres s'échelonnent sur huit ans (...) Quel bureau frappait 5132 ? Quel était le numéro, inconnu de nous sur lettre, que frappait El Affroun ? La question est posée, mais non résolue.' Le collectionneur Zoummeroff trouve deux lettres, très rares, avec le n° 5131 et le timbre à date d'El Affroun en 1874 et 1875. En 1872, la population de Bou-Saada est de 4271 habitants
