Cadre mettant en scène des groupes divers et anecdotiques : population, nombreux bataillons rassemblés face au conseil municipal entourant le Maire André. Derrière eux, Une colonne Trajane coiffée d'une pique ornée du bonnet de la liberté symbolise le pouvoir du peuple à refuser l'oppresseur ainsi que la reconnaissance de la France dans la capacité de la Flandre à s'assimiler à ce pays.
